Human rights activist and legal practitioner, Dennis Mene, has alleged that the controversy surrounding the proposed delineation of the Warri Federal Constituency originated from what he described as procedural irregularities and deliberate concealment of critical facts by lawyer and former Ijaw Youth Council President, Eric Omare.
Mene, who is the Executive Director of the Global Network for Good Governance and Rights Concern Initiative, made the allegation in a statement issued to newsmen over the weekend, condemning Omare’s recent appearance on Arise Television where he reportedly called on the Independent National Electoral Commission (INEC) to immediately implement its May 20, 2026 delineation proposal for the Warri Federal Constituency.
According to Mene, Omare’s push for the implementation of the proposal amounts to an attempt to legitimize what he described as a “repackaged fraud” allegedly orchestrated by certain INEC officials in collaboration with some Ijaw leaders and interest groups from the Gbaramatu axis.
He claimed that the foundation of the controversy was laid when Omare approached the court against INEC while allegedly concealing vital procedural information, particularly issues relating to the non multiplicity of the case as required under the Federal High Court Rules.
Mene argued that the alleged omission enabled the matter to progress through the judicial process and eventually reach the Supreme Court without the knowledge and participation of other interested stakeholders whose interests were directly affected by the outcome of the litigation.
The activist further alleged that during stakeholders’ review of an earlier delineation proposal presented by INEC on April 4, 2025, independent verifications revealed that several geographical coordinates used in the exercise reportedly fell outside the legally recognized boundaries of the Warri Federal Constituency, extending into parts of Ondo State, Edo State and Udu areas.
He maintained that stakeholders strongly rejected the proposal after exposing what they considered significant territorial distortions. However, according to him, INEC officials allegedly reintroduced the same data in a revised proposal presented on May 20, 2026, despite widespread objections and calls for corrections.
Mene also alleged that Omare’s recent media intervention was aimed at pressuring INEC to implement the proposal without adequately addressing the concerns raised by stakeholders. He warned that the situation has generated growing tension and resistance across affected communities, including areas within the Ogbe-Ijoh axis of Warri South-West Local Government Area.
Consequently, Mene called on the Economic and Financial Crimes Commission (EFCC) to launch a comprehensive investigation into Eric Omare, certain INEC officials and other individuals allegedly connected to the delineation exercise. He further alleged that some officials may have received huge financial inducements following the Supreme Court judgment on the matter, urging the anti-graft agency to trace all alleged financial transactions and safeguard the electoral and territorial integrity of the Warri Federal Constituency.
